Roadmap

The route is deliberate: useful before institutional. Each phase carries a public promise — and the next phase only opens when the previous one has earned it. The phases are marked by the gate that opens them, not by a month. A gate is a commitment we control; a date, on a process that depends on independent reviewers and a public consultation window, is not.

Independent review & market test
Independent technical review of all domains by appointed external reviewers with signed conflicts and independence declarations — building on the completed in-house pass, not repeating it; employer evidence programme; applied toolkit pilots with employers, educators and practitioners.
Public promise: Use, challenge and improve the framework — on the record.
Phase 2
After review disposition
Exposure Draft 0.9
Technical Council disposition of valid, in-scope review findings; the first public draft of the framework released in full for challenge.
Public promise: The draft goes public before it goes final.

Public consultation
A public challenge window on the published draft, with a documented disposition and a published response-to-comments.
Public promise: Valid, in-scope comments receive a documented decision on the record — support is a signal, never a vote.
Phase 4
After consultation closes
Framework v1.0
Controlled release of the v1.0 competency map and role pathways, and a draft assessment blueprint put forward for approval by the Assessment and Credentials Board — a design proposal, not a launched scheme. The published claims scheme and recognised-programme licensing open. Until they do, no such status exists to grant.
Public promise: A public framework based on evidence and use — and the first release under which a programme or partner could hold an official SRCF status.

After v1.0
Assessment pilot
Portfolio-based assessment prototype; optional exam prototype; ISO/IEC 17024 gap review.
Public promise: Credential design — not overclaimed certification.
Phase 6
Adoption-gated
Institutionalisation
Externalised governance if adoption milestones justify it; recognised-programme and partner licensing at scale under the published claims scheme; assessment infrastructure operated under the separate Assessment and Credentials Board.
Public promise: A trusted professional infrastructure, earned through utility.
Products run alongside these phases, not after them
Learn and Practise — official programmes, the self-testing tools and the Practice Lab — are product tracks built in parallel with the standard-setting work, and they are gated on version 1.0 for official status, not for existence: a free tool that makes no claim about any person does not wait on the consultation. Prove is different, and deliberately slower. Assessment and credentials wait for the pilot and for the separate Assessment and Credentials Board, because they are the part that makes claims about people. No credential is launched before the evidence and the operating controls support its claim.
And in parallel: the digital platform
The register is maintained as a governed database, not a spreadsheet passed around by email: reviewer and Secretariat workspaces, a community and governance workspace, and then assessment infrastructure, in that order. The platform is built alongside the phases above because the due process described on this page — declarations, structured comments, and documented decisions on valid, in-scope comments — only holds if the system of record enforces it. It confers no status of its own.
