You do not need an appointment to challenge the framework: any practitioner may question any unit, on the record. And the register itself is free to read — start with the framework explorer or what you can use it for today.

The first full technical review pass is complete — run in-house, not by independent reviewers. Formal independent review runs separately, with appointment, declarations and structured comments — see how the review works.

Working principle: those who help build the framework are first in line for the statuses it will confer. None of those statuses exists yet, and none can be granted to anyone until the published claims scheme is in force — but the criteria are being written now, by the people already in the room.
