H.6Escalate concerns and resist inappropriate pressure

Purpose and scope

This unit covers the capability to recognise inappropriate pressure, threatened reporting integrity, unresolved error, misstatement, concealment, retaliation risk or management override and to use proportionate and protected escalation routes. It includes preserving evidence, separating fact from allegation, urgent containment, consultation, governance briefing, whistleblowing interfaces, refusal or withdrawal and continued monitoring of unresolved concerns.

Applied competency statement
Can recognise and resist inappropriate pressure, preserve relevant evidence and escalate material reporting concerns through authorised and protected routes to resolution, risk acceptance, refusal or withdrawal.
Boundary and escalation
This unit owns the professional response to inappropriate pressure, threatened integrity, retaliation and unresolved concern. D.5 records and routes ordinary issues, decisions and changes; F.5 keeps unresolved concerns visible in sign-off; G.11 controls release and correction. Whistleblowing, employment, safety and legal protections remain jurisdiction-specific.
Key quality risks
Pressure normalised as ordinary deadline management; concern raised only informally and without evidence; direct confrontation that increases retaliation or destroys evidence; escalation delayed until publication; management override accepted without authority or rationale; whistleblowing route used for routine technical disagreement or avoided for serious misconduct; concern shared too broadly; anonymous or protected sources exposed; unresolved risk removed from sign-off; and practitioner continuing to approve or associate with misleading information after escalation has failed.
